Job Description

OBAN is seeking a Senior Staffing Specialist Delegated Examining Unit (DEU) Certified to join its Federal customer.

  • Provide expert level consultative services on the full range of recruitment activities from beginning to end (cradle to grave) to include recruitment, staffing, job analysis, applicant assessment questionnaire, vacancy announcement posting, qualifications determination, application of Veterans preference, pay setting, onboarding, and separation. Advise on available special appointing authorities or other hiring flexibility.
  • Conducts staffing and placement activities (i.e., create vacancy announcements, develop position assessment criteria and analysis, and develops occupational questionnaires).
  • Reviews applications to make qualification determinations.
  • Executes delegated examining unit (DEU) authority processes when applicants are being recruited from all sources.
  • Assists with providing a full range of classification and position management services to the organization.
  • Prepares appropriate documentation for new hires and works with other HR team members to ensure application/employee documents are accurate.
  • Responsible for overseeing junior team-member, monitoring time and attendance, providing performance feedback, etc.

Required Qualifications

  • Seven (7) or more years’ experience in operational federal HR staffing experience completing job analyses in coordination with hiring managers, posting job announcements on USAjobs, performing qualifications adjudications, and issuing selection certificates using Monster, eRecruit, and USA Staffing.
  • As a condition of employment, you must be able to obtain and maintain an active DEU certification.
  • Knowledgeable with current hiring flexibility, qualification standards, merit promotion regulations, category rating regulations, Merit Systems Principles and Prohibited Personnel Practices.
  • Proficient with staffing or similar electronic staffing systems for complex Federal positions.
  • Ability to apply and interpret Federal HR laws, policies, and agency specific operating procedures.
  • Attention to detail, data quality and data integrity.
  • Bachelor’s Degree preferred / Master’s Degree highly desirable.
