General Overview
The Buyer performs a wide variety of purchasing activities in support of achieving organization goals. Responsible for managing assigned commodities and supplier bases and supporting site purchasing activities as needed. This position is responsible for reviewing demand requirements, analyzing stock and delivery schedules, and executing purchase releases as needed.

Essential Duties and Responsibilities include the following. Other duties may be assigned.

  • Under limited supervision, this position is responsible for soliciting quotations, engaging in pricing, delivery, and stocking negotiations.
  • Develop strategic partnerships and employ Lean and Kanban practices in the development of our supply chain.
  • Execute the purchases of electronic components and assemblies, machined parts, cabling, and other items as it pertains to manufacturing operations.
  • Participate in research and development projects, Material Review Board and product development teams.
  • Analyze demand data for quantity ordering and delivery scheduling utilizing ERP, Kanban usage and supplier agreements.
  • Coordinate activities related to procurement of a commodity beginning with intent to purchase through delivery.
  • Analyze the requirements of the commodity, including preliminary specifications, preferred supplier and date commodity is needed.
  • Investigate and/or interview potential suppliers to determine if they meet the specified requirements.
  • Advise team members or management on the appropriate supplier to be used.
  • Implement purchase contracts that comply with company and government regulations.
  • Assure that the commodity is delivered on schedule, at the negotiated price and meets the quality standards of the company.
  • Maintain timely control of orders, amendments, shipping notices and other documents to assure accurate retention of records.
  • Coordinate appropriate methods needed to distribute commodity in a cost- effective manner.
  • Maintain and drive KPI Metrics.
  • Support Lean activities and initiatives.
  • Implement techniques, such as JIT, Kanban and Blanket PO’s.
  • Check requisitions and ERP requirements & sets-up and maintains material, supplier and planning system data in the ERP system.

Qualifications/Requirements
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Education/Experience

  • Bachelor’s degree and/or completion of a professional certificate program, such as university extended studies, APICS, AME, or ISM certification is highly preferred
  • A minimum of five (5) years of experience as a purchasing professional in an electronics manufacturing environment utilizing electronics, cabling and metal fabricated parts.
  • Experience in supporting NPI projects is required
  • Previous purchasing experience in PCBA, metal and/or plastic fabrication is preferable
  • Demonstrated ability to work independently
  • Demonstrated ability to gather and analyze data and effectively communicate judgments/decisions based on that data to others
  • Intermediate skill in all MS Office applications
  • Demonstrated experience using ERP systems for planning and procurement
  • Demonstrated understanding of the relationship of transactions in ERP for materials movement in purchasing, planning, manufacturing and accounting
  • Demonstrated understanding of manufacturing documentation and interpretation of technical drawings
  • Strong demonstrated understanding of manufacturing assembly processes
  • Demonstrated leadership skills that bring positive influence to peers and promote team work

Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively with other employees of organization.

Mathematical Skills: Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability: Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.

Computer Skills: To perform this job successfully, an individual should have knowledge of MS Outlook; MS Excel and MS Word software.

Position requires U.S. Person for access to ITAR-Controlled Technical Data.
ITAR regulations dictate that information and material pertaining to defense and military related technologies may only be shared with US Persons unless authorization from the Department of State is received or a special exemption is used.
